It can be purchased from Fioravanti in Flotsam, Earso in Loc Muinne or during or after the quest Fight Club, from a man named Mathias Tumm sitting by the fire in Loredo's front courtyard. If Geralt speaks to him, he says "So you found me already" and gives the witcher the recipe for this bomb.
